BLO Work Guidelines: A crucial notification has been issued by the Election Officer and District Magistrate’s office of the Government of West Bengal regarding the duties of Booth Level Officers (BLOs). With the upcoming Special Intensive Revision (SIR) 2026 in focus, this guideline details the scope of work and engagement timeline for BLOs. Government school teachers, para-teachers, and other government employees appointed as BLOs must strictly adhere to these new regulations.
New Responsibilities and Working Procedures for BLOs
According to the Election Commission’s revised schedule, the workload and responsibilities of BLOs have increased significantly. To ensure a smooth electoral process, they must prioritize the following tasks:
- Disposal of Claims and Objections: Claims and objections submitted by the public regarding the electoral roll must be disposed of promptly. Field verification or on-spot investigation is mandatory for every case.
- Issuance of Notices: BLOs are responsible for delivering notices door-to-door to individuals whose data shows discrepancies or who have failed to provide necessary links/documents.
- Attendance at Hearings: During hearings organized for the disposal of claims and objections, BLOs must be physically present to assist officials with necessary data and documents.
- Field Verification: Visiting voters’ homes to verify details and ensuring the authenticity of data at the ground level remains one of the primary duties of BLOs.
Logical Discrepancies and Data Verification
The Election Commission is leveraging technology to identify errors in the electoral roll. Through Artificial Intelligence (AI), several ‘Logical Discrepancies’ or illogical data points have been detected, such as mismatches between age and father’s records. To resolve these issues, BLOs must:
- Conduct field enquiries at the respective voter’s residence.
- Verify the authenticity of the information.
- Collect relevant documents along with signatures.
- Upload the corrected data and documents via the BLO App.
Timeline and App Management
As per the administrative directive, this process will continue until February 14, 2026, the date scheduled for the publication of the final electoral roll. Throughout this period, BLOs are expected to work in an uninterrupted manner. Managing the BLO App is currently of utmost importance, as new updates are constantly being pushed to the app, and tasks must be completed within tight deadlines. Additionally, routine work related to Form 6, Form 7, and Form 8 must continue simultaneously.

The notification explicitly states that Heads of Institutions (like Headmasters) must extend full cooperation in this matter. Since many Assistant Teachers and Para-teachers serve as BLOs, instructions have been routed through DIs and ADIs to ensure that BLOs are granted the necessary relief to complete election work on time. It is the responsibility of the institution heads to ensure that BLOs can complete their assigned tasks without hindrance. Although this notification was highlighted in the context of North 24 Parganas, these rules and procedures are equally applicable to BLOs across all districts of West Bengal.
