SIR Logical Discrepancy: Voters in Trouble! Hearing Notice Again, Big Problem Regarding Logical Discrepancy

SIR Logical Discrepancy: A new challenge has emerged for common citizens and Booth Level Officers (BLOs) amidst the ongoing voter list revision process by the Election Commission. Just as the hearings for ‘No Mapping’ cases were nearing completion, a fresh complication surrounding ‘Logical Discrepancy’ or data inconsistency has surfaced. Specifically, voters facing issues with linking their current details to the 2002 data are being issued notices for hearings once again.

What is Logical Discrepancy?

Simply put, Logical Discrepancy refers to the lack of logical consistency within the data present in the voter list. Following directives from the Election Commission and relevant authorities, these inconsistencies are being identified based on several specific parameters. Consequently, many voters are being called for document re-verification. The primary reasons for voters being included in this list are:

  • Parental Age Gap (Progeny Linkage): If the age difference between a child and their father or mother is less than 20 years, it is being flagged as a discrepancy.
  • Grandparent Age Gap: If the age difference between grandparents and grandchildren is less than 40 years (e.g., 38 or 39 years), the system marks it as a ‘Logical Discrepancy’.
  • Spelling and Data Mismatch: Even the slightest mismatch in the spelling of the name (First, Middle, or Last Name) or father’s name compared to the 2002 voter list is generating a notice.
  • Linkage for Voters Over 45: Questions are also being raised regarding voters aged over 45 who did not have their own names in the 2002 list and have linked their data with their parents’ names.

BLO App and Notice Confusion

Field-level BLOs are currently using the new version (9.03) of the app. This update has introduced the ‘Delivery of Schedule Hearing Notice’ option. The problem arises because, although BLOs had previously verified many cases as ‘No Action Required’ or uploaded necessary documents, the Commission has added new names while removing some from that list. As a result, the same voters are having to undergo the verification process repeatedly.

Harassment for Citizens and Staff

Genuine voters are facing severe harassment due to this new regulatory trap. Those staying outside the state for work are forced to return for hearings, leaving their jobs behind. People have to stand in queues to show documents for minor spelling errors. On the other hand, when BLOs visit homes with these notices, they are facing the wrath of the public. Overall, in this final phase of voter list revision, the issue of Logical Discrepancy has created a chaotic situation for both parties.
