BLO App Update: The Election Commission continually introduces technological advancements to facilitate the work of polling personnel. In line with this, the latest version of the BLO (Booth Level Officer) App, version 9.03, has introduced a highly significant update. This change has been made keeping in mind the ongoing ‘Special Intensive Revision’ process. While distributing hearing notices for voter list revision, BLOs often faced various complications in the field. In many instances, it was observed that the concerned voter directly refused to accept the notice. Until now, there was no specific way to record this situation in the app, creating confusion in the workflow. This new feature has been added to resolve this very issue.
Necessity and Effectiveness of the New Feature
While working at the field level, BLOs noticed that some voters were showing disinterest or refusing to accept hearing notices. Previously, the ‘Relation Type’ list in the app only included family members (such as Husband, Wife, Father, Mother, etc.). As a result, if a voter did not accept the notice, it was difficult for BLOs to update the correct status.
The new update provides a permanent solution to this problem. From now on, if a voter refuses to accept a notice, BLOs can inform the Commission directly through the app. A new option named ‘Elector Refused to Accept Notice’ has been added to the app’s dropdown menu. Selecting this implies that the voter is unwilling to participate in the hearing process.
How to Use This New Option in the App?
To use this facility in version 9.03 of the BLO App, certain steps must be followed. The process is explained simply below:
- Step 1: First, open the BLO App on your mobile and enter the ‘Special Intensive Revision’ module located at the very bottom of the screen.
- Step 2: On the next screen, an option to select the language will appear. Select ‘English’ and click on the submit button.
- Step 3: From the subsequent menu, choose the ‘Delivery of Schedule Hearing Notice’ option.
- Step 4: Now it is time to find the concerned voter. Identify the voter by scanning the QR code or searching by name or serial number.
- Step 5: After selecting the voter, clicking on the ‘Upload Receipt’ option will bring up the ‘Relation Type’ dropdown. The ‘Elector Refused to Accept Notice’ option will be found at the end of this list.
Impact of This Action on the Voter
This new option is extremely sensitive and crucial. When a BLO updates in the system that a voter has refused to accept the notice, it is presumed that the individual is not interested in presenting arguments in favor of their voting rights or inclusion in the list.
As a result, there is a strong possibility that the person’s name will be deleted from the final voter list. This is because not accepting the opportunity for a hearing is indirectly equivalent to abandoning one’s claim. Technically, once this option is selected and submitted, the name is removed from the BLO’s pending list, and the system shows ‘No Data Found’, indicating the task is considered complete. Thus, the process ends there, and the matter moves to the Commission’s jurisdiction.
This update is expected to increase both the transparency and speed of the BLOs’ work. However, it is also a warning for voters that neglecting a notice from the Election Commission could result in the deletion of their name from the voter list.
