WB 7th Pay Commission: The year 2026 is poised to be extremely crucial for state government employees in West Bengal. During the budget session, the state’s Finance Minister clearly stated that an additional 4 percent Dearness Allowance would be provided to government employees and pensioners. This enhanced DA is scheduled to reach the employees from April 2026. However, even though mid-March has passed, no final guideline or official notification has been issued by the Finance Department yet. On the other hand, according to the budget data, the tenure of the 6th Pay Commission has already expired on December 31, 2025, and the effective period for the 7th Pay Commission is officially considered to have started on January 1, 2026.

Speculations and Legal Hurdles over Committee Formation

Although the Pay Commission’s tenure has commenced on paper, no specific Pay Commission Committee has been formed to date. Implementing a new pay structure or ROPA requires adhering to a set of specific procedures. First, the names of the chairman and members must be announced, followed by the submission of their recommendations within a stipulated timeframe, and finally, the Finance Department reviews it to make a definitive decision. However, the impending 2026 Assembly Elections pose a significant concern. If the Model Code of Conduct (MCC) is enforced before the process completes, the formation of this new committee could get stalled in legal and administrative complexities.

Keeping past bitter experiences in mind, state government employees are demanding that the entire process be expedited before the election dates are announced. Their primary demands include:

  • Publishing an official notification immediately, announcing the names of the chairman and members of the 7th Pay Commission.

  • Submitting the recommendations for the new pay structure to the Finance Department within a defined timeframe.
