A Decade Long Legal Battle and Supreme Court Verdict
The controversy surrounding the unpaid DA of state government employees is not new. Since 2016, the legal fight has progressed from the State Administrative Tribunal to the Calcutta High Court, with the state government losing multiple times. Finally, on February 5, the Supreme Court ordered the state to clear the pending Dearness Allowance, mandating the first installment to be paid by March 31. Although the state government initially sought time till December by filing a modification petition, employee unions strongly believe this sudden announcement is a direct result of the top court’s pressure.
Who Will Receive the Pending DA?
According to the Chief Minister’s message, this financial benefit is not limited to just core government staff. It covers a wide range of state workers.
- State Government Employees: Officials and staff working across various state departments.
- Teachers and Non-Teaching Staff: Educators and support staff of government and government-aided schools.
- Other Staff: Employees working in panchayats, municipalities, and various state boards or corporations.
Reactions from Employees and the Opposition
While the announcement brings a sigh of relief to the employees, many remain highly skeptical. Leaders from various employee unions, such as the Confederation of State Government Employees and the Sangrami Joutha Mancha, assert that this victory is purely the fruit of a ten-year-long struggle and the Supreme Court’s firm directive. They still harbor doubts about the government’s true intentions until an official order is physically published. Simultaneously, opposition parties including the BJP, CPM, and Congress have strongly criticized the move, labeling it a mere election gimmick designed to woo voters just before the polls. In addition to DA, the monthly allowance for priests and muezzins has also been increased by 500 rupees, taking it to 2000 rupees.
