WB DA Arrears: The Finance Department of West Bengal has finally issued an official notification regarding the long-awaited payment of Dearness Allowance (DA) arrears for state government employees. Following the Supreme Court’s order, employees were closely watching the state government’s next move. Citing severe financial constraints and massive expenditure on various social welfare schemes, the notification outlines a phased approach to clear the dues. However, the biggest question remains: when will the DA arrears for the 2008 to 2015 period be paid?

What is the Status of 2008 to 2015 DA Arrears?

According to the official order, the first phase will only cover the DA arrears accrued between January 2016 and December 2019. This naturally raises concerns about the pending allowance from April 2008 to December 2015. The Finance Department’s notification clearly states that the government will issue a separate, dedicated notification later to determine how and when the 2008-2015 arrears will be disbursed. In short, these older dues will not be cleared immediately, and employees will have to wait longer for further instructions.

First Phase Payment Schedule and Calculations

The notification clarifies that the arrears for the 2016-2019 period will not be paid in a single lump sum. Instead, it will be distributed in two equal installments.

  • First Installment: To be disbursed in March 2026.
  • Second Installment: To be paid to employees in September 2026.
  • Calculation Method: The arrears will be calculated based on the All India Consumer Price Index (AICPI). If necessary, the monitoring committee will make final adjustments and coordinations to finalize the exact figures.

Disbursement Methods and Rules

Specific rules have been established for how different categories of employees will receive their arrears:

  • Group A, B, and C Employees: The DA arrears for these categories will be credited directly to their General Provident Fund (GPF) accounts.
  • Group D and Pensioners: For Group D staff, existing pensioners, and family pensioners, the arrears will be paid directly in cash to their bank accounts. The funds will be routed through the respective treasury or payment authorities.
  • Ex-Employees and Families of Deceased Staff: Individuals who were in government service between 2016 and 2019 but have since resigned or retired are also eligible to receive these arrears. They must apply to their last Head of Office (HOO). If an eligible employee has passed away, their legal heir or nominee will be entitled to receive the pending dues.

Union Reactions and Potential Protests

The state government’s notification has sparked significant outrage among the ‘Sangrami Joutha Mancha’, an umbrella organization of government employees. The union claims that despite the Supreme Court’s clear directive to clear all dues, deciding to pay in installments after such a long delay effectively amounts to contempt of court.

Furthermore, the decision to deposit the arrears into the GPF accounts of Group A, B, and C employees has caused massive dissatisfaction. Employees argue that withdrawing money from a GPF account during emergencies is a complex and restrictive process. Given these grievances, the union leaders have strongly hinted that state government employees might hit the streets again with massive protests in the near future.
