8th Pay Commission: 8th Pay Commission: Pensioners Demand Extra Pension at 70 and Restoration of Old Pension Scheme
8th Pay Commission: The Railway Senior Citizens Welfare Society (RSCWS) has presented a comprehensive memorandum to the 8th Central Pay Commission (CPC), advocating for the rights and financial stability of retired government employees. Framing pension as a legally rightful “deferred wage” rather than an act of charity, the society highlights the pressing need to treat the growing elderly demographic not as an economic burden, but as a reality requiring robust social security.
Key Demands and Proposed Pension Overhaul
The foremost demand is the immediate restoration of the guaranteed Defined Benefit Pension, scrapping the current contributory models like NPS and UPS. To eliminate financial disparity between past and future retirees, the society has proposed an automatic revision of pensions every five years. Recognizing the heightened medical and lifestyle needs of senior citizens, a major recommendation includes starting additional pension benefits from the age of 70, instead of the existing 80-year threshold.
Restructuring Financial Allowances and DA
Tackling soaring living costs, the retirees have urged for 100% Dearness Allowance (DA) neutralization. They also suggested formulating a separate, government-specific price index. A significant shift is proposed in calculating the fitment factor. The RSCWS suggests adopting a hybrid formula that increases the standard family consumption unit from three to four individuals. This new metric should adequately factor in modern necessities like health insurance premiums and digital internet expenses. Furthermore, the memorandum calls for a substantial hike in fixed medical and transport allowances specifically tailored for elderly pensioners.
Upgraded Healthcare Infrastructure for Retirees
Focusing heavily on medical support, the submission urges the expansion of completely cashless, CGHS-equivalent healthcare facilities for retired railway staff. Simplifying the often tedious medical reimbursement processes, especially for those residing in remote locations, has been strongly emphasized to ensure timely medical intervention without financial hassle.
Social Impact and Future Expectations
Citing landmark Supreme Court judgments, the retirees reiterated that a secure pension is a fundamental right earned through decades of dedicated public service. The 8th Pay Commission is seen as a historic opportunity to eliminate anomalies among pre and post 2016 retirees, ensuring that those who dedicated their lives to nation-building can spend their twilight years with utmost dignity and financial independence.
