Cheque Clearance Rules: The Reserve Bank of India (RBI) has announced a significant update regarding the rules for cheque clearance in the country. In a circular issued on December 24, the central bank stated that the implementation of the second phase of the Continuous Clearing and Settlement (CCS) framework has been postponed until further notice. This phase was originally scheduled to commence on January 3, 2026.
This decision impacts how quickly cheques are processed and funds are credited to accounts. While the RBI aims to modernize the cheque clearing system to make it faster and smoother, the delay in Phase 2 means the most aggressive time-bound measures are put on hold for now. However, Phase 1, which was implemented earlier, will continue to operate as usual.
What Was Planned for Phase 2?
According to the RBI’s roadmap, Phase 2 was designed to drastically reduce the time taken for cheque clearance, aiming for near real-time processing starting from January 3, 2026.
- Three-Hour Deadline: Under this phase, banks would have had a strict window of three hours to approve or reject a cheque after receiving its digital image.
- Automatic Approval: If a bank failed to respond within this three-hour timeframe, the cheque would be automatically treated as approved and settled.
This mechanism was intended to push banks to process instruments faster, allowing customers to access their funds much sooner. With the postponement, this strict deadline system will not be effective immediately.
What Rules Are Currently Active? (Phase 1)
Although Phase 2 is delayed, the system continues to operate under Phase 1 guidelines, which came into effect on October 4, 2025. This phase introduced the Cheque Truncation System (CTS) reforms, moving away from the traditional batch processing method.
- Continuous Presentation: Instead of waiting for fixed clearing batches, banks now scan cheques and send their images and MICR data to the clearing house continuously as they receive them.
- Digital Processing: The physical movement of cheques is replaced by digital image transmission, making the process smoother than the old system.
Revised Working Hours for Cheque Processing
The RBI has also revised and clarified the operational hours for cheque presentation and processing. It is essential for customers to be aware of these timings:

The delay of Phase 2 means that the cheque clearing process will continue under the current Phase 1 setup without the immediate pressure of the three-hour mandatory clearance rule. While the system remains digital and relatively fast compared to older methods, the ultra-fast processing envisioned for January 2026 is on hold.
The RBI has mentioned that a new date for the implementation of Phase 2 will be announced separately. Until then, the existing continuous clearing mechanism remains in force.
