DA Announcement: In a move to clear the air surrounding the delay in Dearness Allowance (DA) payments, West Bengal Chief Minister Mamata Banerjee has confirmed that the state is ready to implement the promised hike. Addressing a public gathering in Sonarpur on Sunday, the Chief Minister reassured state employees that the 4% DA increase announced during the budget session would be disbursed shortly. The lack of a formal notification since February had fueled anxiety among employee unions, a concern that the CM’s latest announcement has largely addressed.
The administration is committed to honoring its budget promises, the Chief Minister noted. This upcoming 4% increment will push the total DA for West Bengal government employees and pensioners from the existing 18% to 22%. It is worth noting that the last adjustment occurred in April 2025, when a similar 4% hike brought the allowance to its current level.

Central vs State DA Comparison
The gap between state and central allowances, however, continues to widen. On April 18, 2026, the Union Cabinet sanctioned an additional 2% DA for central employees, taking their total allowance to 60% of the basic pay, effective from the start of the year. This move has expanded the disparity between the two tiers of government employees to a staggering 42% or 38% (if new order publish).
Supreme Court Case and Arrears Status
The legal tussle over DA arrears remains a critical issue for the state’s workforce. Following a landmark ruling on February 5, 2026, the Supreme Court designated DA as a legally enforceable right, directing the state to settle arrears for the 2008-2019 period. Although the court had originally sought a compliance report by April 15, proceedings have been deferred. The next crucial hearing is set for May 6, 2026, where the Apex Court is expected to review the state’s pending review petition.
Impact Analysis
Once the 4% hike is officially notified, it will reflect in the monthly take-home pay as follows:
- The new 22% DA rate will be applied to the current Basic Pay as dictated by ROPA 2019 guidelines.
- For an individual with a basic pay of ₹30,000, the 4% increment will result in an additional ₹1,200 in their gross monthly salary.
- Retirees will see a proportional increase in their basic pension, offering some relief against the rising cost of living.
Beyond the DA update, Chief Minister Banerjee also highlighted the progress of the Yuvasathi scheme. The program offers a monthly stipend of ₹1,500 to unemployed residents aged 21 to 40 who have cleared their Madhyamik exams. Noting that the state has been processing these payments in phases since March 7.
