Election Duty Training: 2026 Assembly Election: Election Commission Issues New Guidelines for Polling Personnel Training
Election Duty Training: The Election Commission has already initiated robust preparations for the upcoming 2026 Assembly Elections. To maintain absolute transparency at every stage of the voting process and ensure that no voter is deprived of their right, a strong emphasis is being placed on the specialized training of polling personnel. This crucial training phase for Presiding Officers, Polling Officers, and Micro Observers is slated to begin in the last week of March or early April. The fundamental objective behind this early readiness by the Election Commission is to eliminate any margin of error during the polling process.
Initial Responsibilities for Polling Personnel
Before heading to the polling station, officials must carefully verify certain personal documents. It is imperative to cross-check the bank account number and IFSC code printed on the appointment letter. This step is vital because the remuneration for election duty will be credited directly to this account. Any discrepancy must be reported to the concerned cell on the very first day of training. Furthermore, verifying personal EPIC details, part, and serial numbers is essential, along with carrying an identity card affixed with a passport-size photograph and a designated stamp. For exercising their own franchise, personnel must complete the Postal Ballot formalities (Form 12 and 12A) on the first day itself. If an Election Duty Certificate (EDC) is required, Form 12B can be collected on the second day or on the P-1 day.
Enhancing EVM and VVPAT Proficiency
To prevent issues like machine malfunctions or operational confusion on poll day, hands-on training for EVMs and VVPATs will be conducted in small batches of 40 to 50 individuals. This practical session is specially designed for Presiding and First Polling Officers. After participating in these mock drills, every official must submit a satisfaction certificate. This mandatory document signifies that the personnel are fully confident and capable of operating the voting machines independently.
Technology Integration and New Directives
In accordance with the new guidelines from the Election Commission, several measures have been introduced to make the voting process flawless.
- Blind and Infirm Voters: Form 14A must be filled out with utmost caution for such voters. Collecting the companion’s declaration is now strictly mandatory.
- Vote Accounts and Test Votes: The guidelines for test votes under Rule 49MA and the correct method of maintaining vote accounts in Form 17C will be thoroughly explained.
- Apps and Mobile Counters: Presiding Officers will now be required to upload various reports directly through the ECI Net App. Additionally, for the convenience of general voters, separate counters will be managed at every booth for depositing mobile phones safely.
Mock Poll and the Sealing Process
Conducting a mock poll before the actual voting begins, followed by correctly clearing the machine data (CRC Close, Result, Clear), is extremely critical. Subsequent to this, proper sealing using various colored paper seals and special tags for the VVPAT black box must be executed flawlessly. At the end of the polling day, a newly introduced packeting system will be followed while depositing materials at the Receiving Centre. On the first day of training, personnel will be provided with a comprehensive handbook, a checklist of dos and don’ts, and a synoptic handout to guide them smoothly through the process.
