Voter Mapping Categories and Hearing Rules
The Commission has categorized current voters into three distinct groups based on the 2002 voter list. This classification plays a crucial role in determining who gets called for hearings.

- Progeny Mapping: About 3,84,55,939 voters are in this group. While their own names were not in the 2002 list, the names of their parents or grandparents were found in the records from that time.
- Non-Mapping: This is the most sensitive category. There are approximately 30 lakh voters in the state whose names, nor the names of their ancestors (parents, grandparents), could be found in the 2002 list.
Who Will Be Called for Hearings?
As per the Commission’s guidelines, all 30 lakh individuals listed in the ‘Non-Mapping’ category will be called for hearings. This is a mandatory process. During the hearing, they must provide evidence of their origin and explain why their ancestors’ names were missing from the older lists. The decision to include their names in the final list will depend on the verification of documents and proof provided. Additionally, if there is any suspicion regarding the data of voters from the first two categories (Own and Progeny Mapping), the Commission may call them for hearings as well.

The subsequent steps in the voter list revision process are as follows:
- Draft List Publication: The draft voter list will be published on December 16, 2025.
- Claims and Objections: If anyone finds their name missing or incorrect in the draft list, they can file complaints or corrections at the BDO, SDO, or DM offices after the 16th.
- Final List: After completing all hearings and data verification, the final voter list will be published on February 14, 2026.
