Teacher Deputation: Schools Teacherless Due to BLO Duty? DPSC Issues Strict Orders for Teacher Deputation from Neighboring Schools!

Teacher Deputation: A serious problem is becoming increasingly prominent in the primary education system of West Bengal. Academic activities in many primary schools across the state have come to a virtual standstill. The primary reason for this is the appointment of numerous teachers as Booth Level Officers (BLOs) for the SIR 2025 (Special Intensive Revision 2025) enumeration work. Consequently, schools with fewer teachers have become completely ‘teacherless’, creating deep concern for the future of the students. To tackle this grave situation, the Bankura District Primary School Council (DPSC) has now taken proactive measures.

Bankura DPSC’s Important Directive

To address the issue of teacher shortage, the Bankura DPSC has issued a crucial notification to all Sub-Inspectors of Schools (SIs) in the district. The notification clearly states that academic activities are being disrupted as many primary schools have become ‘teacherless’ due to the SIR 2025 duties. To ensure this situation does not negatively impact the students’ academic lives, the council has issued a set of specific guidelines.

What Does the Directive State?

The notification issued by the Bankura DPSC outlines several important steps that must be implemented immediately.

  • Teacher Deputation: The most significant instruction in the notification is that for all primary schools that have become teacherless due to BLO duties, at least one teacher must be immediately deputed on a temporary basis from a nearby primary school.
  • Objective: The main goal of this measure is to eliminate the ‘teacherless condition’ in schools. This will ensure that the day-to-day activities of the school, especially teaching and learning, are not halted and continue to function smoothly.
  • School Repair and Monitoring: Alongside the instructions regarding teachers, SIs have also been directed to properly monitor the ongoing repairing work in various primary schools. They must ensure the quality of the work is maintained and completed within the stipulated time.
  • Submission of Utilization Certificate (UC): An instruction has also been given for the timely submission of the Utilization Certificate (UC) to certify the proper use of funds allocated for the repair work.

Through this notification, the Bankura DPSC has made it clear that under no circumstances can the academic activities in primary schools be stopped. While BLO duty is undoubtedly an important national task, the resulting loss of students’ education will not be tolerated. Although the decision to depute teachers from neighbouring schools is a temporary arrangement, it is being seen as an effective solution to keep the teacherless schools functional.
