Utsashree Portal: A very important update has emerged from the West Bengal School Education Department regarding the ‘Utsashree’ portal, which facilitates transfers for teachers and non-teaching staff in government-aided schools. A notification in this regard was published on December 23rd by the Elementary Branch. Although issued by the Elementary Education branch, this notification is equally applicable to teachers and staff at both the Primary (Elementary) and Secondary levels across the state. The wait regarding General Transfers has been prolonged further by this new directive.
New Guidelines Regarding General Transfer
According to the newly published notification from the School Education Department, the suspension period for the General Transfer process on the Utsashree portal has been extended once again. This decision is believed to have been taken for administrative reasons. The timelines mentioned in the directive are as follows:
- Previous Deadline: Previously, the department had ordered the suspension of the General Transfer process until December 31, 2025.
- New Deadline: In the current notification, this deadline has been extended by another six months to June 30, 2026.
- Significance: This implies that the General Transfer process will remain closed until the end of June 2026. According to the notification, this suspension may remain in force even after this date until further orders are issued.
Will Mutual Transfer Continue?
With General Transfers being closed for such a long period, a natural question arises among teachers: has any ban been imposed on Mutual Transfers as well? The notification explicitly clarifies this matter to reassure teachers:
- The Mutual Transfer process is completely outside the scope of this suspension order.
- Willing teachers from both Primary and Secondary levels can apply for mutual transfer through the Utsashree portal if they find a suitable ‘Mutual Partner’.
- This process will continue uninterrupted, following the previous rules.
Observation and General Opinion
While the introduction of the Utsashree portal initially accelerated the teacher transfer process, the recent suspension of General Transfers has caused difficulties for many. According to the update, some observers feel that instead of repeatedly extending the deadline for fixed periods, it would have been more administratively transparent and logical if the authorities had issued a single notification stating that the process would remain closed “until further orders.” This would have reduced the complexity of issuing frequent notifications. However, for now, teachers awaiting General Transfer have no option but to wait until June 30, 2026.
