SIR Hearing Notice: The Election Commission of India (ECI) has initiated a significant drive regarding the verification and revision of voter lists. Under strict directives from the Commission, the distribution of ‘Hearing Notices’ has commenced across the state starting today. Booth Level Officers (BLOs) are tasked with delivering these notices door-to-door. However, this time the process is being conducted with enhanced digital surveillance to ensure transparency.

Major Update to the BLO App

The Election Commission has introduced a critical update to its technical infrastructure. The BLO App has been upgraded to version 8.98. A new feature titled “Schedule Hearing Notice Delivery Module” is now live in this version. This module has been activated for regions including West Bengal, Rajasthan, Goa, Lakshadweep, and Puducherry. BLOs have been instructed to update their apps immediately and proceed with the notice distribution.

Mandatory Digital Proof for Transparency

To prevent any negligence in the notice distribution process, the Commission has laid down strict protocols. When a BLO hands over a notice to a voter, specific real-time data must be uploaded via the app:

• Mandatory Photograph: A photograph of the person receiving the notice must be captured and uploaded through the app. This is the most crucial part of the verification process.
• Relation Type: The BLO must specify in the app whether the notice is being received by the voter themselves or by a family member (e.g., father, mother, or spouse).
• Receipt Upload: After handing over the notice, the delivery receipt must be scanned and uploaded to the system as proof of delivery.

Who is Receiving These Notices?

These notices are primarily being issued to individuals who left specific information incomplete while filling out the ‘Special Summary Revision’ (SIR) forms. Voters who left the ‘Relative Option’ blank or provided inconsistent data are likely to receive this notice. Additionally, if the Commission deems it necessary to verify the details of any specific voter, they may also be summoned.

Key Schedule:

• Notice Distribution Starts: The process has commenced urgently from December 22.
• Hearing Begins: The hearing process is scheduled to start from January 27, 2025 (27/01/2025).

Higher authorities have marked this task as ‘Extremely Urgent.’ Voters are advised to cooperate with visiting BLOs and, if a notice is received, to be prepared to attend the hearing on the scheduled date.
