Under the instructions of the new government, the Judicial Department of the West Bengal Government has issued strict rules regarding the arrival and departure times of government employees. Issued on May 12, 2026, this directive clearly states that maintaining discipline in official work is now mandatory to ensure smooth and efficient disposal of official work!

Specific Timings for Office Attendance

According to the Judicial Department’s directive, employees must attend the office on time for smooth and efficient operations.

  • All employees must positively attend the office by 10:15 A.M. in the morning.
  • No employee can leave the office before 5:15 P.M. in the evening.
  • This directive strictly reiterates and enforces the older Finance Department Memorandum No. 10391-F, dated 13.12.2000.

Rules for Late Arrival and Disciplinary Actions

Strict penalties are in place for arriving late, as per the Finance Department rules dated 13.12.2000.

Up to 15 minutes lateA grace period of 15 minutes is allowed after the scheduled attendance time.
More than 15 minutes lateEmployees reporting for duty after this grace period will be marked ‘late’.
Up to 45 minutes lateEmployees are allowed to sign the register and record attendance within 45 minutes of the scheduled time.
More than 45 minutes lateAnyone coming after 45 minutes will be marked ‘absent’ and will not be allowed to join duty that day, unless they have been granted a ‘half-day’ Casual Leave for the first half of the day.

Leave Deduction Rules and Restrictions

The habit of arriving late will directly result in deductions from the employees’ leave balances.

  • One day’s Casual Leave or Compensatory Casual Leave will be deducted for every three days of late attendance in a calendar month.
  • If an employee has no Casual Leave or Compensatory Casual Leave credited, one day’s ‘Earned Leave’ will be deducted from their accumulated balance for every three days late.
  • No staff or officer shall leave the office before closing hours without the permission of the Controlling Authority.

Special Rules for Field Duties

Punctuality and accountability are also mandatory for employees engaged in field duties.

  • Field staff and officers must submit a programme of work for every week to the Controlling Authority in advance.
  • At the end of the week, a detailed field-diary must also be submitted to the Controlling Authority.

These instructions are to be rigorously followed to improve accountability and efficiency in the state administration.
