Primary Teachers: The West Bengal government is actively planning to formulate a new promotion policy for the state’s primary teachers, which could mark a significant change in the state’s education sector. Until now, primary teachers would receive an additional increment after 10, 18, and 20 years of service, but this cannot be called a promotion. Currently, the only promotion opportunity in a primary teacher’s career is to become a Head Teacher, which results in a meager monthly salary increase of just 400 rupees. Due to this insignificant pay raise, many teachers are reluctant to take on the responsibility of a Head Teacher. In contrast, the salary increase for Head Teachers at the secondary and higher secondary levels is much higher, creating a significant disparity.
What Could the New Promotion Structure Look Like?
According to sources in the Education Department, a three-tier promotion structure is being considered for primary teachers, similar to the professor ranks in colleges and universities (Assistant Professor, Associate Professor, Professor). In this new structure, posts like Assistant Teacher, Associate Teacher, and another higher-level Teacher position could be created. Two meetings have already been held on this matter, where discussions took place about providing two or three promotion opportunities in a teacher’s career.
Reactions from Teacher Organizations
The West Bengal Trinamool Primary Teachers’ Association has welcomed this initiative by the government. According to them, this step will not only boost the morale of the teachers but also play a crucial role in improving the quality of primary education in the state. However, they have also demanded that the issue of increasing the salaries of Head Teachers be given serious consideration along with the new promotion structure.

Officials from the Education Department have acknowledged that the issue of promotion and salary increases for primary teachers has been neglected for a long time. This is especially true for Head Teachers who have a greater workload but are not compensated accordingly.
