Dearness Allowance

DA Update: What is Sangrami Joutha Mancha’s Next Step After the State’s Submission?

DA Update West Bengal: In a recent speech, Bhaskar Ghosh, the convener of Sangrami Joutha Mancha, shared crucial information and future strategies regarding the dearness allowance (DA) case for West Bengal state government employees. He detailed how the employee organizations are preparing to respond after the state government submitted its written arguments to the Supreme Court.

Current Status of the Case

Bhaskar Ghosh stated that the Supreme Court had given the state government two weeks to consolidate all its written arguments into a single final submission. On the last day of that deadline, September 22nd, the state’s counsel, Kapil Sibal, submitted the document. In response, the employee organization, Sangrami Joutha Mancha, has been given seven days to prepare and file its reply.

He assured everyone that there is no reason to be misled by reports from various news outlets or portals. The state government has not presented any new arguments in its submission. They have reiterated the same points that were previously raised and refuted in court. Therefore, government employees should not be worried.

Sangrami Joutha Mancha’s Preparation

Sangrami Joutha Mancha is fully prepared for this situation. Key aspects of their preparation, as revealed by Bhaskar Ghosh, include:

  • Legal Consultation: The organization has already held a conference in Delhi with senior advocate Gopal Subramanium to discuss the next steps in detail.
  • Reply is Ready: The employee organization has two different sets of ‘written notes of submission’ prepared. One of them was already submitted on the last day of the hearing.
  • Final Step: After reviewing the document submitted by the state government, a suitable reply will be filed in the Supreme Court within seven days. Bhaskar Ghosh confidently stated that they have a counter-argument ready for every point made by the government.

Possibility of a Verdict and Future Plans

Bhaskar Ghosh is optimistic that the verdict in this case may be announced soon after the Supreme Court’s Puja vacation ends. He said, “We are hopeful that the employees’ side will win this case.” He reminded everyone that Sangrami Joutha Mancha has been proceeding correctly from the beginning and has taken the right legal steps to counter arguments from lawyers like Kapil Sibal and Abhishek Manu Singhvi.

However, he also cautioned that winning the case does not automatically mean their demands will be met. Even if the verdict is in their favor, they must be prepared to continue the fight to ensure the demands are fulfilled. He called for everyone to be mentally prepared to continue the struggle.
