Bill Submission Deadline: WB Finance Dept Issues Strict Guidelines for Year-End Bill Submission and March Salary
Bill Submission Deadline: The Finance Department of the Government of West Bengal has released crucial guidelines concerning the submission of bills and disbursement of payments for the closing of the Financial Year 2025-2026. Through Memorandum No. 705F(Y), dated February 20, 2026, the department has outlined a strict schedule to manage the heavy volume of transactions at Treasuries and Pay & Accounts Offices, ensuring a smooth transition into the new financial year.
Disbursement of Salaries and Pensions for March 2026
One of the key highlights of the notification is the confirmation of payment dates for state government employees and pensioners. Unlike other months, the disbursement schedule for the financial year-end is slightly different:
- Pay Day: Salaries for March 2026 will be credited on 02.04.2026 (April 2, 2026). This applies to State Government employees, staff of aided educational institutions, library personnel, and Panchayat body employees.
- Pensioners: Monthly pensions for March 2026 will also be disbursed on the same date, i.e., 02.04.2026.
- Wages & Stipends: Payments for monthly wages, honorariums, remunerations, and stipends are scheduled for release on April 2nd.
- Bank Instructions: While Treasuries are instructed to deliver cheques and generate RBI mandates by March 30, strictly no encashment will be allowed before April 2, 2026.
Deadlines for Bill Submission by DDOs
To prevent last-minute chaos, Drawing and Disbursing Officers (DDOs) have been given specific deadlines based on the nature of the bills:
- Salary Bills: Bills for March 2026 salary, wages, and Grant-in-Aid salary must be submitted to the Treasury by 23.03.2026.
- Arrears & Benefits: Claims regarding arrear salaries, personal claims, and retirement benefits must be submitted by 18.03.2026.
- T.A. Bills: Depending on when the journey was completed, Travel Allowance bills have submission deadlines of March 13, March 24, and March 30.
- Sanctioned Bills: For allotments issued late in March (specifically on 30.03.2026), the bills must be submitted on that very day.
Strict System Lockdown on March 30
The Finance Department has implemented rigid system restrictions to ensure the financial year closes properly.
- Cut-off Time: No new bills will be accepted by Pay & Accounts Offices or Treasuries after 4:00 PM on 30.03.2026.
- System Lock: The computerized system will automatically restrict the preparation and submission of bills past this 4 PM deadline.
- Resubmission: Bills that are returned or objected to must be resubmitted within strict timelines assigned between March 18 and March 30. Any bill returned on March 30 must be resubmitted by 4 PM on the same day.
All Sub-Allotting Officers have been advised to distribute funds well in advance to avoid any lapse, as back-end requests will not be entertained after the financial year ends.
