HRMS e-Service Book: The West Bengal Government’s Finance Department has initiated a crucial digital transformation for state government employees regarding their service records. Moving away from traditional paper-based documentation, the administration has issued a fresh mandate (Notification No. 835-F(e-Gov)) to completely digitize the Service Books through the Human Resource Management System (HRMS). This ensures that critical career documents are safely stored and easily accessible for future administrative processes.
Significance of the Digital Transition
For any government employee, the Service Book is the ultimate foundational document. It dictates crucial career events such as service confirmation, salary fixation, and the calculation of Dearness Allowance (DA) arrears. Historically, maintaining physical books posed risks of damage, wear and tear, or data loss. By bringing this entire system online under the WBiFMS portal, the state aims to secure these records permanently. This aligns with recent successful digital rollouts like Online GPF management and Self Appraisal Reports, ultimately leading to smoother and more transparent administrative workflows. However, although the work of preparing this e-service book began in 2019, many departments have not yet completed this work.
Action Plan and Deadlines
To execute this massive digitization accurately, the government has broken down the process into clear, manageable steps for both officials and employees:
- Document Digitization: The custodians holding the physical Service Books of state employees are directed to scan and upload every page using office scanners or mobile applications. A strict deadline has been set for March 20, 2026, to successfully complete this task.
- Sequential Data Entry: Once the documents are uploaded, employees must log into the e-Services for Employees (eSE) portal. They are required to review the scanned pages and manually fill in their details across various sections. This must be done logically, starting with basic personal details, followed by appointment records, and finally pay details.
- Verification Cycle: After an employee successfully submits a section, the custodian will thoroughly verify the digital entries against the original records before granting final approval in the HRMS.
Provisions for Error Correction
Accuracy is highly prioritized in this new digital system. Even after the custodian approves a section, employees will have full visibility of their digital records. If an employee spots any discrepancy or error in the approved data, they can utilize a dedicated feedback mechanism within the portal. The custodian will then investigate the raised concern and make necessary corrections, ensuring that every e-Service Book is flawlessly updated and perfectly mirrors the authentic service history.
