6th Pay Commission Recommended DA Twice a Year! Explosive Claims by Malay Mukhopadhyay

State Government Employees DA: Malay Mukhopadhyay, the General Secretary of the Confederation of State Government Employees, has intensified the ongoing debate over Dearness Allowance (DA) for state government employees. In a recent YouTube interview, he claimed that the Sixth Pay Commission’s report had recommended the payment of DA twice a year, in accordance with the AICPI index. He alleged that the state government is unwilling to accept this recommendation, which is why the Pay Commission’s report remains unpublished to this day. This explosive claim by Mr. Mukhopadhyay has caused a new stir among state government employees.

The Secret of the Pay Commission Report and DA

According to Malay Mukhopadhyay’s allegations, the Sixth Pay Commission, which was formed in November 2015, submitted its report in September 2019. However, that report has never been made public. Citing his reliable sources, he claims the report contained several crucial recommendations in the interest of the employees, with the one concerning Dearness Allowance being paramount.

The main allegations are:

  • DA as per AICPI: Mr. Mukhopadhyay asserts that the Pay Commission report clearly states that state government employees must be given DA twice a year based on the All India Consumer Price Index (AICPI).
  • Reason for Concealing the Report: He claims that if the government publishes this report, its position in the ongoing DA-related court cases would be weakened. He argues this is precisely why the Fifth Pay Commission’s report was used as a tool to win the case against the previous Left Front government. The current government, fearing a repeat, is deliberately hiding the Sixth Pay Commission’s report.
  • Violation of Democratic Norms: He considers the failure to present the Pay Commission’s report in the legislative assembly a complete violation of democratic principles.

Allegations of Deprivation Against the Government

Malay Mukhopadhyay further stated that the previous government, following the recommendations of the Fifth Pay Commission during the Left Front’s tenure, had agreed to pay DA according to the AICPI. However, the current government has deviated from that path. In his view, the Pay Commission was formed just before the 2016 assembly elections solely to secure the votes of the employees, but its recommendations were subsequently suppressed.

He expressed fears that the state government will intentionally delay the formation of the Seventh Pay Commission as well. A new commission might be formed just before the 2026 elections to appease employees, but its actual implementation will likely remain a distant dream.

DA at Central Rate and the Situation in Other States

In the interview, Malay Mukhopadhyay compared the situation in West Bengal with the central government and other states. He pointed out that while the central government is moving towards establishing the Eighth Pay Commission, West Bengal has yet to fully implement the recommendations of the Sixth. While central government employees receive the benefits of Pay Commissions at regular intervals and their DA gets merged with their basic pay, employees in West Bengal have been subjected to years of deprivation.

The Future Struggle and the Role of Employee Organizations

Malay Mukhopadhyay also pointed a finger at the division among state government employee organizations. He noted that in other states, all employee unions unite to exert pressure on the government to secure their rights. However, in West Bengal, a significant portion of the unions act as agents of the government, making it impossible to build a collective movement. He called upon all employees to become aware of their rights and fight unitedly. According to him, without this collective resistance, securing their rightful dues from the state government is not possible.

In this context, the future path for state government employees remains a major question. This new information regarding the unpublished Pay Commission report and DA will undoubtedly give a new direction to the employee movement in the days to come.
