While many media outlets have presented this as a new type of leave, it is, in fact, an important clarification of the existing leave rules available to central government staff. The Central Government has announced that government employees can take leave to look after their elderly and sick parents. Union Minister of State for Personnel, Jitendra Singh, confirmed this information in a written reply to a question in the Rajya Sabha. However, this is not a new type of leave. Employees can utilize this 30-day leave from their annual ‘Earned Leave’ entitlement.

In other words, the government has acknowledged the importance of fulfilling personal and family responsibilities and has clarified that Earned Leave can be used for significant reasons such as parental illness or their care.

The Leave Rules:

According to the Central Civil Services (Leave) Rules, 1972, Central Government employees are entitled to various types of leave. The provision for taking leave for parental care falls under these rules.

  • Earned Leave: Every employee receives 30 days of Earned Leave annually. This leave can be used by the employee for any personal reason. The government has now clarified that this leave can be used for the care of elderly parents.
  • Half-pay Leave: Employees are also entitled to 20 days of half-pay leave each year.
  • Casual Leave: For unexpected needs, 8 days of Casual Leave are available annually.
  • Restricted Leave: Additionally, there is an option to take 2 days of Restricted Leave per year.

For Whom Does This Rule Not Apply?

It is important to note that these leave rules do not apply to all central government employees. Certain departments have different regulations.

  • Railway Employees: The leave rules for railway employees are different, so this specific clarification will not apply to them.
  • All India Services: Officers of the All India Services such as IAS, IPS, and IFS also have separate leave rules that are not covered by this announcement.

Although this is not an announcement of additional leave, this clarification is extremely important for employees. It is an official recognition that caring for elderly family members is a valid and significant reason for which employees can use their entitled leave.
