Employee IDs in IFMS, Salaries Paid, But the staffs Don’t Exist! A Shocking ₹230 Crore Salary Scam Uncovered

Salary Scam: A sensational corruption case has emerged in Madhya Pradesh, where crores of rupees have allegedly been siphoned from the state treasury in the name of nearly 50,000 ‘ghost’ employees. These employees were officially registered in government records, possessed employee IDs, and even had salaries allocated to them, but in reality, they do not exist. This revelation has sent shockwaves across the state.

How Was the Scam Uncovered?

This massive fraud was exposed during a recent audit of the Madhya Pradesh Finance Department’s Integrated Financial Management Information System (IFMS). It was discovered that around 50,000 employees had not been receiving their salaries since December. Upon investigation, officials learned that while these employees had assigned codes, their job verification was never completed. This group includes 40,000 permanent and 10,000 temporary employees.

Current Status of the Investigation

In response to this, the Commissioner of Treasuries and Accounts (CTA) has demanded an explanation from all Drawing and Disbursing Officers (DDOs) across the state. They have been given a 15-day deadline to submit all relevant details, failing which strict action has been warned. Approximately 6,000 DDOs are currently under the scanner.

Scale and Modus Operandi

According to preliminary estimates, the scam amounts to a staggering ₹230 crore. It is believed that the funds were withdrawn and embezzled in the names of these fictitious employees. The fact that such a large number of non-existent staff went undetected in the system for years has raised serious questions about the entire administrative process.

Key Highlights:

  • Under Scrutiny: Approximately 6,000 Drawing and Disbursing Officers (DDOs).
  • Scam Amount: Estimated at ₹230 Crore.
  • Ghost Employees: Around 50,000 (40,000 permanent & 10,000 temporary).
  • Investigating Agency: Commissioner of Treasuries and Accounts, Madhya Pradesh.

This incident points to major loopholes in the state’s administrative framework. An investigation is now underway to determine how such a vast number of ghost employees were created and how money was systematically withdrawn in their names for years. More startling revelations are expected as the probe continues.
