Income Tax Forms: The Central Government has rolled out a major administrative overhaul of the income tax system. With the implementation of the Income-tax Act 2025 and Income-tax Rules 2026, everything from PAN card applications to the familiar Form 16 has undergone significant changes. It is crucial for West Bengal government employees, teachers, and pensioners to get familiar with these updates, as all future tax-related tasks will now require these new forms.
Salaried employees, who used to receive Form 16 or TDS certificates at the end of the year, will now see it replaced by Form 130. This isn’t just a rename; the structure has been overhauled to provide a clearer summary of salary, TDS, and tax exemptions. Form 130 will also be the standard document for senior citizens receiving pensions or interest income.
Furthermore, the process for applying for a PAN card has changed. The old Form 49A, which was the standard for Indian citizens, has been replaced by four new forms. Form 93 is now mandatory for individual applications, while Form 94 is for organizations or trusts, and Forms 95 and 96 are designated for foreign nationals. This shift is expected to make the application process faster and more accurate.

New Rules for Annual Tax Statements and Exemptions
The Annual Information Statement (AIS) or Form 26AS that we used to download from the tax portal will now be known as Form 168. It acts as a comprehensive record of all financial transactions linked to your PAN, making it easier for both taxpayers and the department to spot discrepancies.
For those who previously relied on Forms 15G or 15H to declare nil TDS, there is some good news. These have been merged into a single Form 121. This consolidation is designed to reduce confusion and simplify the process for filing a Nil TDS Declaration.
Impact on Government Employees and Pensioners
For West Bengal government staff, these changes will take effect from the upcoming financial year:
- Salary and Pension: Treasuries and DDOs will now issue Form 130 instead of Form 16. Banks will also follow the same protocol for pensioners.
- PAN Applications: New recruits must use Form 93 when applying for a PAN card.
- Significance of Section 395: Under Section 395 of the new Income-tax Act, issuing a TDS certificate is mandatory. If TDS is deducted from your income, you must claim that credit using Form 131.
As of the latest updates, the old forms remain valid for filing taxes for the 2025-26 financial year. However, any income earned from April 1, 2026, must be documented using these new forms. While remembering the new form numbers amidst a busy work schedule might seem challenging, the digital portal will be automatically updated to streamline the process for every user.
