Big Change in PF Module of Teachers! New Guidelines Issued Regarding Subscription and Transfer
PF Module of Teachers: The Finance Department of the Government of West Bengal has taken a significant step to enhance the functionality of the Non-Government Institutions Provident Fund or NGIPF module. According to a memorandum published on January 6, 2026 (Memo No.: 44-F(e-Gov)), the state government has directed the addition of three new and crucial features to this module. This new directive is expected to make Provident Fund-related tasks faster and more transparent for employees of the concerned institutions.
The module was previously introduced under the West Bengal Integrated Financial Management System or WBIFMS. Various functionalities such as capturing employee-wise balances, interest calculations, and PF loans or settlements have been implemented in phases. Now, to further strengthen the system, three new features have been introduced.
1. Facility to Change PF Subscription
Employees can now change their monthly Provident Fund subscription online. To simplify this process, an option named “Change PF Subscription” has been introduced in the e-Services for Employees (eSE) portal.
- Online Application: Employees can apply to increase or decrease their subscription using their own login ID. However, this change must be in accordance with the PF rules of the respective institution.
- Offline Provision: If, for any reason, an employee cannot apply online, they can submit a manual or written request. In that case, the ‘Sanction Admin’ will record and process the request in the system.
- Effectiveness: The revised subscription rate will be effective from the salary bill of the month following the approval of the online request.
2. PF Balance Transfer upon Transfer
If an employee is transferred due to job requirements, the process of transferring their accumulated Provident Fund money or balance will now be done online. This new system will reduce the hassle of moving manual files.
- Scope: In the case of secondary schools, transfers can be made from one Sanction Admin to another under the same Head of Account.
- For all other institutions, it will be possible to transfer the balance from one PFD Admin to another PFD Admin.
- Responsibility: It is the responsibility of the concerned PFD Admin to ensure that this transfer process is not delayed. The entire ‘Audit Trail’ or history of the process will be stored in the system, helping to maintain transparency.
3. Update of Nomination and Legal Heir Details
Registering a nominee or heir is extremely important for Provident Funds. The new directive brings this matter under the online system as well.
- Nomination Entry: The employee or the Sanction Admin can enter or update nomination details online. However, this must be verified and approved strictly in conformity with the previously submitted nomination forms and PF rules.
- Legal Heir: Unfortunately, in the event of the death of an employee where no valid nomination exists, the Sanctioning Authority must enter the details of the legal heir in the NGIPF module. This will enable the timely settlement of PF claims.
This order, signed by Shri Prabhat Kumar Mishra, IAS, Additional Chief Secretary, Finance Department, has been ordered to take immediate effect. Detailed guidelines will be available on the WBIFMS portal.
