Significant Changes in Pay Fixation for West Bengal Government Employees

West Bengal Government Employees: The West Bengal State Government has introduced a significant modification to the rules concerning the pay fixation of its employees. The primary objective of this change is to eliminate pay disparities between senior and junior employees, particularly those serving in Level 16 and above. According to a notification (No. 1965-F(P1)) issued by the Finance Department, these changes are effective from May 28, 2025.
Why this Change?
Certain inconsistencies in salary were observed among government employees in Level 16 and above due to existing provisions in the pay rules (specifically, para 3(c) and para 3(d) of Finance Department’s Memo No. 6042-F(P2) dated 07.11.2019). The state government has taken this step to rectify these anomalies and bring fairness to the pay structure.
What are the Changes?
By order of the Governor, para 3(c) and para 3(d) of the Finance Department’s Memo No. 6042-F(P2) dated 07.11.2019 have been replaced as follows:
- In case of promotion to a post in the same Level (as per new para 3(c)):
- If an employee, who is enjoying a certain Level due to non-functional movement, is promoted to a post carrying the same Level, they will receive the benefit of one increment in that same Level from the date of such promotion.
- They will receive their next increment on the following 1st of July, irrespective of whether they have completed six months of service or not.
- In case of promotion to a post in a lower Level (as per new para 3(d)):
- If an employee mentioned in sub-paras (a) and (b) above, who is holding a higher Level due to non-functional movement, is promoted to a post carrying a lower Level (as per the annexure to this Memo), they shall be allowed to retain the higher Level in the promotional post as personal to them.
- Their pay on promotion shall be fixed by allowing one increment from the date of such promotion.
- They will receive their next increment on the following 1st of July, irrespective of whether they have completed six months of service or not.
Other Points:
All other provisions of the Finance Department’s Memo No. 6042-F(P2) dated 07.11.2019 shall remain unchanged. This directive has been issued by P.K. Mishra, Additional Chief Secretary to the Government of West Bengal, Finance Department.
What Does This Mean for Employees?
It is anticipated that employees in Level 16 and above will benefit more during pay fixation upon promotion as a result of this change. Specifically, the pay anomalies that arose in cases of promotion after non-functional movement are expected to be largely mitigated. The objective of this amendment is to ensure that employees do not suffer significant financial loss upon promotion to the same or a lower level, and that there is no undue delay in receiving their next increment.
