Major Rule Change in SIR! Do You Need to Give Documents to BLO? Know the Election Commission’s Clear Directive
Voter List Revision: To clear the confusion lingering in the minds of the general public regarding the voter list revision process, the Election Commission has now made a significant announcement. The Special Intensive Revision (SIR) of the voter list has recently commenced across the state. In this context, the Commission has issued a major clarification on whether any documents need to be submitted to Booth Level Officers (BLOs) and Booth Level Agents (BLAs). This directive has been sent to all District Magistrates and concerned officials in the state to ensure that ordinary citizens do not face any harassment.
What is the Commission’s Main Announcement?
The Election Commission has stated in very clear terms that there is absolutely no need to hand over any kind of personal documents to BLOs or BLAs for the voter list revision. When BLOs visit homes, they will not collect any documents from the public. This announcement is crucial as many people often hesitate to give their identity cards or other important documents to others. This step by the Commission alleviates that concern.
Then What is the Role of BLOs?
Booth Level Officers are the cornerstone of the Special Intensive Revision (SIR) process. Their primary responsibilities include:
- Door-to-Door Visits: Visiting every household to verify information on the voter list.
- Filling the Enumeration Form: They will carry the enumeration form for voters and assist them in filling it out correctly.
- Information Collection: After the form is filled, they will collect it and take it with them.
Nowhere in this entire process is it mentioned that they need to take any proof or identity-related documents from the voters. Their task is completed once the form is filled.

The Commission has mentioned one specific scenario where documents might be necessary. If a citizen or any of their family members’ names were not included in the 2002 voter list, only then will specific documents be required to prove identity or address. However, if the name is present in the 2002 list, there is no need to show or submit any new documents.
What to Do if You Don’t Have the Necessary Documents?
If, for some reason, you do not have the necessary documents to ‘prove’ yourself during the Special Intensive Revision (SIR), there is no need to panic. The Commission has informed that in such situations, information on where and how to obtain the required documents can be sought from the Commission or the relevant government office. The Commission is always ready to assist the public. Therefore, there is no need to be compelled to provide documents to BLOs or BLAs.
