In West Bengal, successful training modules like the ‘Peacock Model’ and CCE (Continuous and Comprehensive Evaluation) have been implemented previously. More recently, teachers received specialized orientation for the newly introduced semester system. Such capacity-building initiatives will continue, but they will not be treated as equivalent to TET, nor will they threaten job security.

This section explicitly clarifies that TET criteria will operate purely prospectively. Furthermore, it mandates that while governments can prescribe guidelines for professional upgradation, these measures must not be linked to service security or promotional eligibility for already serving teachers.
