Election Duty Exemption: Elections are often termed the biggest festival of democracy, and polling personnel are the backbone of this massive exercise. However, the Election Commission (EC) takes a highly humane approach when assigning election duties. Not every government employee is mandated to manage polling stations. Considering physical, medical, and situational challenges, the EC has framed specific guidelines detailing who must be exempted from election duty.
Women’s Safety and Maternity Benefits
The Election Commission is highly sensitive regarding female employees. Women who are in the advanced stages of pregnancy cannot be assigned polling duties under any circumstances, regardless of whether they are officially on maternity leave. Furthermore, lactating mothers are fully exempted from this demanding task. Besides maternity constraints, if a medical professional advises a female employee against taking up risky or heavy work, she is relieved from poll duty.
For general women staff, safety and logistics are prioritized. They must be informed about their deployment well in advance. Most importantly, if a polling booth lacks secure overnight accommodation, safe transport, or adequate basic facilities, female personnel strictly cannot be posted there.
Rules for Persons with Disabilities (PwD)
Employees whose physical disability meets or exceeds the benchmark set by the Election Commission are restricted from regular polling duty. The only exception is if a specific polling station is exclusively designated to be managed by PwD staff. In such scenarios, providing suitable transportation and proper accessibility is mandatory. Additionally, the posting for PwD personnel should not be randomized by software; it must be done manually to ensure they are placed at a convenient distance from their residence.
Senior Employees and Special Departments
To prevent undue hardship to senior staff, the EC guidelines state that employees who have six months or less remaining until their retirement are entirely exempted from election duties. Similarly, individuals who have already retired but are currently re-employed are kept out of the polling personnel roster.
Apart from these, personnel suffering from specific severe medical conditions are granted exemptions. There are also distinct provisions to exempt certain essential service employees working in sectors like Banks, LIC, and BSNL, based on the specialized guidelines of the Election Commission.
