Arrear DA: West Bengal State Government Employees Arrear DA Guidelines Released: Check Payment Status
Arrear DA: To begin with, let me say that apart from state government employees, no order has yet been issued for the teachers of government-aided schools in the state. The disbursement process for Arrear Dearness Allowance (DA) for state government employees has been further clarified to address technical glitches and service record anomalies, specifically for the period between January 2016 and December 2019. The latest operational guidelines regarding the WBIFMS and HRMS portals aim to clear the confusion regarding delayed or missing arrear calculations, bringing relief to many employees.
Who Has to Wait for the Arrears?
Employees who were on deputation during the 2016–2019 period will not see their DA arrears reflected in the current cycle. Since pay-drawn records during deputation are not directly maintained in the HRMS system, these calculations have been temporarily excluded. Furthermore, if the salary for January and February 2016 was processed completely outside the HRMS portal, those months will be missing from the current statement. However, the administration has assured that a comprehensive arrear calculation will adjust these missing amounts in the later phase by March 2026.
Guidelines for Retired and Deceased Employees
For employees who have retired, the Drawing and Disbursing Officer (DDO) of their last active office will process the pre-retirement DA arrears. Meanwhile, the post-retirement Dearness Relief (DR) will be disbursed directly by the pension disbursing authority. Retirees can also securely update their bank account details by contacting their final DDO. In the unfortunate event of an employee’s demise, the nominee or legal heir must submit the necessary documents to the deceased employee’s last office to claim the arrear amount.
Promotions, CAS, and Suspensions
The arrear calculation meticulously considers career progression. If a Group D employee was promoted to Group C and their GPF account is maintained by AGWB, the arrear will be credited directly to the GPF account; otherwise, it will be remitted to their bank account. For suspended employees, the arrears are strictly calculated based on the reduced basic pay or subsistence allowance drawn during that penalty period. Employees who received Career Advancement Scheme (CAS) benefits will get their arrears evaluated on their revised basic pay. Any unrecorded discrepancies can be resolved by logging a ticket with the technical team.
Out of Scope Queries
The WBIFMS system functions strictly as a financial processing portal. Inquiries regarding actual DA rates, interest admissibility on arrears transferred to GPF, or the ₹5 lakh annual GPF deposit limit fall outside its jurisdiction. Employees are strictly advised to consult the respective Government Orders (GOs) issued by the Finance Department for policy-related clarifications.
