In his address, advocate Bikash Ranjan Bhattacharya first clarified that the government employees’ march to Nabanna is a completely constitutional right. He stated, “This march is to protect a right granted by the Constitution. It does not require police permission, although the police have been informed.”
He further mentioned that the court had dismissed the case filed to stop this march. Quoting the court’s observation, he said:
- The court has not issued any stay order on the march.
- Conducting a peaceful march is a constitutional right, and no one can be prevented from doing so.
- If anyone breaks the law, the police can take action according to the law, but they have no right to obstruct it beforehand.
Sharp Criticism of the Police’s Role
Bikash Ranjan Bhattacharya strongly criticized the role of the police. He alleged that despite the court not issuing a stay order, the police are deliberately distorting the court’s directive. He said, “Either the police have not read the court order, or they are intentionally misinterpreting it to intimidate the movement’s leaders by sending letters to their homes.”
He raised the question, “When political parties can hold large rallies in the heart of Kolkata, why is a peaceful program by government employees being obstructed?” According to him, this double standard is undesirable and indicative of police overreach.

The senior advocate has called upon the protesters to participate in the march fearlessly, courageously, and peacefully. His clear message was, “The police have no legal right to stop this march.”
He also advised that if the police illegally obstruct the march or use force on any protester, legal action should be taken immediately against the concerned police officer. He said, “If the police break the law, be prepared to file a complaint against them.
