WB DA Arrears: The West Bengal Madrasah Education Department has initiated a crucial step toward clearing the long-pending WB DA Arrears for teaching and non-teaching staff. In an urgent notification issued on April 1, 2026, all District Inspectors (DIs) have been instructed to submit detailed data regarding the Dearness Allowance dues of grant-in-aid employees for the period spanning April 2008 to December 2019. The deadline for submitting this critical information is set for April 2, 2026.

Latest Update: Finance Department Orders and Supreme Court Verdict

Following a landmark Supreme Court judgment on February 5, 2026, the West Bengal Finance Department issued Memorandum No. 996-F(P2) on March 13, 2026. This order formally approved the phased payment of DA arrears accumulated between April 2008 and December 2019. Under the first phase, arrears for the 2016-2019 period are being disbursed in two equal installments in March and September 2026. The current data collection drive by the Madrasah Education Department is a direct administrative response to ensure grant-in-aid staff are accurately included in this state-wide payout system (Source: Finance Department, West Bengal).

Categories of Employees Included

The notification specifically targets four categories of employees connected to grant-in-aid institutions:

  • Active Staff: Teaching and non-teaching employees currently working in grant-in-aid institutions.
  • Deputation Staff: State government employees currently on deputation whose salaries are drawn from grant-in-aid funds by the DDO.
  • Former Employees: Staff members who worked during the 2008-2019 window and received salaries from grant-in-aid but are no longer in service.
  • Pre-2008 Pensioners: Retired personnel who concluded their service before April 2008, but continue to receive their pension through the DDO via grant-in-aid mechanisms.

Data Requirements and HRMS Verification

To streamline the payment process through the state treasury, DIs must submit the data in a standardized tabular format. For each employee category, two specific verification points are required:

  1. Whether the employee has an active HRMS ID.
  2. Whether the DA Arrear Calculation Sheet is visible and accessible in the DDO Login.

Next Steps for Employees

This rapid 24-hour deadline indicates the state government’s urgency in mapping out the exact financial liability and technical readiness for the WB DA Arrears disbursement. Calculating dues over an eleven-year period is complex due to multiple rate changes and Pay Commission revisions. For active employees, the confirmed arrears will eventually be transferred to their General Provident Fund (GPF) accounts, while retired or Group-D staff will receive direct bank transfers. Identifying missing HRMS IDs or calculation sheets now will prevent payment failures when the actual treasury bills are generated.
