MEMORANDUM
Sub: Inclusion of State Govt.pensioner/family pensioner and retired member of AIS of the State Cadre who are parent of government employee, as dependent beneficiary under their in-service son/daughter in WBHS.
References have been received from WBHS enrolled government employees to include their parents, who are pensioner/family pensioner, as dependent beneficiary under primary enrolment of them although such parents are enjoying independently similar benefits under WBHS in their own capacity as State Govt. pensioner/family pensioner and retired member of the AIS of the State Cadre. It is felt that inclusion of such pensioner/family pensioner parents in the dependent beneficiary list under government employee would further improve the functioning of WBHS by providing added features like more flexibility, choice and ease of operations to pensioner/family pensioner.
After careful consideration of the matter, the Governor is pleased to order that the State Govt. pensioner/ family pensioner and retired member of AIS of the State Cadre may now exercise option for enrolment as dependent beneficiary of his/her in-service son/daughter who are enrolled in WBHS without any restrictions of maximum income ceiling for dependent beneficiaries as stipulated vide No. 126- F(MED) dated 24.06.2022
i) In-service son/daughter will apply to his/her Head of Office for inclusion of his/her retired parent who are State Govt. are pensioner/family pensioner/retired member of AIS of the State Cadre, expressing willingness to enroll their parent as dependent beneficiary in the WBHS under his/her primary enrolment along with a letter of consent in prescribed format from such parent.
ii) Existing dependent beneficiaries with spouse relationship of the State Govt. pensioner/family pensioner and retired member of the AIS of the State Cadre already enrolled under them shall also come under the purview of WBHS once State Govt. pensioner/family pensioner and retired member of the AIS of the State Cadre will enroll himself/herself as dependent beneficiary under the government employee.
iii) Such State Govt. pensioner/family pensioner and retired members of AIS of the State cadre shall not be enrolled separately under WBHS in their individual capacity and if they are already enrolled as such under WBHS, the same enrollment shall be terminated immediately by the respective certificate issuing authority of pensioner/family pensioner after getting necessary communication from the Head of Office of in- service son/daughter.
iv) Once enrolled as dependent beneficiary of the government employee, the State Govt. pensioner/family pensioner will not be entitled to Medical Relief along with monthly pension/family pension.
v) Retired members of AIS, who are not enrolled under WBHS, will have to make a onetime deposit ofa sum of z 40,000/- (Forty thousands) only in terms of Order Nos. 9021-F(Med) dated 16.09.2011 and 2970- F(Y) dated 19.07.2022 for enrolment as dependent beneficiary under government employee.
vi) Bed entitlements of State Govt. pensioner/family pensioner and retired members of AIS of the State Cadre, consequent upon their inclusion as dependent beneficiaries, will be at par with the entitlements of the Government employee concerned.
vii) In case of retirement of government employee, State Govt. pensioner/family pensioner and retired members of AIS of State Cadre shall continue as dependent beneficiary of their retired son/daughter who has become pensioner himself/herself, unless they opt out for fresh enrolment under the existing PSA.
viii) In case of death/retirement of such in-service government employee, State Govt. pensioners/family pensioners and retired members of AIS of State Cadre may continue as dependent beneficiary of the family pensioner of deceased government employee if, family pensioner of the deceased government employee exists, otherwise, they may enroll afresh in the capacity of pensioner/family pensioner under the PSA of deceased government employee in the following cases
a) Where family pensioner in respect of such deceased government employee does not exist, or
b) Where State Govt. pensioners/family pensioners and retired members of AIS of State Cadre does not want to continue as dependent beneficiary of the family pensioner of such deceased government employee.
ix) After such inclusion as dependent beneficiary, State Govt. pensioner/family pensioner and retired members of AIS of the state Cadre can opt out from the dependent beneficiary status under his/her in-service son/daughter once only for fresh enroiment in his/her own capacity without any restriction.
