Where the West Bengal 7th Pay Commission stands
The Finance Department constituted the 7th Pay Commission for West Bengal state government employees and pensioners by Resolution No. 2657-F(P1) dated 22 July 2026, and replaced its first chairperson a week later by Resolution No. 2760-F(P1). The commission has launched its own website, 7spc.wb.gov.in, and is now collecting memoranda from employee associations and individuals until 31 October 2026. Its report is due, preferably, within six months of the resolution — around January 2027.
Nothing about the new pay itself has been decided. The fitment factor, the pay matrix, the date of effect and any arrears will be known only when the government accepts the report and the Finance Department notifies new revision of pay (ROPA) rules.

What the commission has been asked to do
- Recommend changes to pay, allowances and other benefits, in cash or kind, and an emolument structure that attracts and retains talent in government service.
- Review dearness allowance and recommend how it should work in the new pay structure; review special and other allowances, including travelling allowance, and rationalise them.
- Recommend the mode of initial pay fixation for serving employees and the mode of pension revision for existing pensioners.
- Examine promotion policies, functional and non-functional, and pension and death-cum-retirement benefits, including medical benefits.
- Keep in view pay structures under the Central Government, central public sector undertakings and other states, the state’s resources, and the Centre’s decision on the 8th Central Pay Commission.
Who is covered
Employees under the rule-making control of the Government of West Bengal, and employees of the statutory bodies, boards, corporations and institutions listed in the Annexure to the resolution — among them government-aided schools and non-government colleges (non-teaching staff), municipalities and panchayats, commissions and tribunals, development authorities and state corporations. Members of the All India Services, the West Bengal Judicial Service, and staff on UGC, AICTE or ICAR pay structures are outside its scope.
