Your increase is simply the difference between the allowance at the old rate and the allowance at the new one. Because both are percentages of the same base, a twenty percentage-point rise is worth exactly a fifth of your basic amount each month.
House rent allowance is calculated on basic pay separately and is not affected by a change in the dearness allowance rate.

Take a basic pay of ₹ 35,400 with no NPA.
At the old rate of 18%, dearness allowance is 35,400 × 18 ÷ 100 = ₹ 6,372 a month.
At the revised rate of 38%, it becomes 35,400 × 38 ÷ 100 = ₹ 13,452 a month.
The monthly increase is ₹ 13,452 − ₹ 6,372 = ₹ 7,080, which comes to ₹ 84,960 over twelve months. That figure is exactly 20% of the basic pay, because the rise itself is twenty percentage points.
