The Medical Cell of the Finance Department, Government of West Bengal, has revised the approved rates under the West Bengal Health Scheme (WBHS), 2008 by Notification No. 70-F(MED)/WB dated 14.08.2026. Each procedure and investigation has three rates, one for each city tier. Tier-I is the base rate; the other two are lower by a fixed percentage.

Consultation fees, ICU charges and implant ceilings are the same in every city tier. Implant ceilings are also the same for every class of hospital (Annexure-II).

Important guidelines

A WBHS package rate is one all-inclusive amount for the whole treatment, from admission to discharge.

Paid in addition to the package

Implants such as lenses, stents, meshes and valves, at WBHS ceiling rates
Unlisted implants: actual invoice or NPPA rate, whichever is less
Chemotherapy: room rent, investigations and anti-cancer medicines

During an admission the hospital must not ask the patient to buy medicines, sundries or equipment from outside. If it does, WBHS repays the patient and recovers the amount from the hospital's bills.

Example 1

Cataract surgery (phaco, code 01004056) in both eyes, one session, Class-I hospital in Kolkata

Important notes

Effective date: The revised rates apply from 1st September, 2026.
Package inclusions: Package rates are all-inclusive from admission to discharge. Accommodation, doctor visits, nursing, anaesthesia, consumables, oxygen, dressings and routine tests cannot be billed separately.
Implants: Paid on top of the package at WBHS ceiling rates; unlisted implants at invoice or NPPA rate, whichever is less.
Non-admissible items: Toiletries, cosmetics, attendant's food, telephone and similar convenience items are not reimbursed. Vague entries such as "consumables kit" are disallowed.
Plain-language names: The simple English and Bengali names in the finder are WBPAY's search aids. The official procedure name and code are what count for a claim.

Frequently asked questions

When do the new revised WBHS rates come into effect?

The revised rates apply from 1st September, 2026, as notified in Notification No. 70-F(MED)/WB dated 14.08.2026 by the Medical Cell, Finance Department, Government of West Bengal.

What is the difference between Tier-I, Tier-II, and Tier-III city rates?

Tier-I covers the Kolkata Metropolitan Area (100% base approved rate). Tier-II covers Asansol, Durgapur, and Siliguri (rates are 10% lower than Tier-I). Tier-III comprises the rest of West Bengal (rates are 20% lower than Tier-I).

How does hospital classification (Class-I vs Class-II) impact reimbursement?

Class-I empanelled hospitals are entitled to 100% of the approved city tier rate. Class-II empanelled hospitals are entitled to 80% of the approved city tier rate. For indoor treatment in a non-empanelled private hospital, the limit depends on its size: up to 80% of the WBHS-approved rate if the hospital has more than 80 beds, and up to 60% if it has 80 beds or fewer. In both cases WBHS pays that capped amount or the amount actually paid, whichever is less.

Can private hospitals charge separately for gloves, needles, or monitoring?

No. Under Annexure-II and Annexure-IV of Notification No. 70-F(MED)/WB, WBHS package rates are all-inclusive from admission to discharge. Routine consumables (cotton, gauze, gloves, syringes, needles, catheters, IV sets), housekeeping, doctor visits, and equipment usage (monitors, infusion pumps) cannot be billed separately in surgical packages.

How is reimbursement calculated when multiple surgeries are performed in one OT session?

Under Annexure-II (Clause 5), the primary procedure with the highest package rate is reimbursed at 100%, the second procedure is reimbursed at 50%, and any third or subsequent procedure is reimbursed at 25% of its applicable package rate.

Are costs of implants like stents, pacemakers, and IOL lenses included in the package?

No. Implants (such as intraocular lenses, cardiac stents, heart valves, and joint prostheses) are reimbursable in addition to the surgical package rate, subject to the official WBHS ceiling rates or National Pharmaceutical Pricing Authority (NPPA) price caps.
