A West Bengal government employee who retires with at least ten years of qualifying service receives a monthly pension for life. After the Sixth Pay Commission, the rules were revised by Finance Department (Pension Branch) Memo Nos. 535-F(Pen) and 536-F(Pen) dated 01.10.2019: pension is 50% of the last basic pay drawn after 20 years of qualifying service, with a minimum of ₹8,500 and a maximum of ₹1,00,500 a month.
At retirement you can also commute up to 40% of the basic pension — give up that part of your monthly pension in exchange for a lump sum, the commuted value of pension (CVP). The commuted part is restored after 15 years. Dearness relief is always paid on the full basic pension, so commuting does not reduce it.

💡 How the Calculation Works
Qualifying service is counted in completed six-monthly periods. A remainder of 3 to 8 months counts as one more half-year and 9 months or more as two. Forty half-years (20 years) earn full pension: half of the last basic pay. Between 20 and 40 half-years the pension is reduced in proportion. The result is then raised to the ₹8,500 minimum or held at the ₹1,00,500 maximum.
The commuted part of the pension is the chosen percentage of basic pension. Its lump sum value is that monthly amount × 12 × the commutation factor for your age. The monthly pension in hand is basic pension less the commuted part, plus dearness relief on the full basic pension and medical allowance.

An employee retires at 60 with a last basic pay of ₹60,000 and 33 years of qualifying service.
Basic pension: 66 half-years is more than 40, so full pension = 60,000 ÷ 2 = ₹30,000 a month.
Commuting 40%: ₹12,000 a month is commuted. At age 61 on the next birthday the factor is 8.194, so the lump sum is 12,000 × 12 × 8.194 = ₹11,79,936.
Monthly pension in hand: 30,000 − 12,000 + DR at 38% on 30,000 (₹11,400) + medical allowance ₹500 = ₹29,900. After 15 years the commuted part is restored and the pension rises to ₹41,900 at today’s DR.

Pension is worked out on the last basic pay drawn. Qualifying service excludes extraordinary leave not counted for pension and suspension not treated as duty; your service book decides the exact figure.
If a commutation factor is needed for an age outside 20 to 81, the commutation cannot be calculated here.
Dearness relief is shown on the full basic pension. For pensioners aged 80 and over, the Pension Payment Order shows the additional pension separately; confirm with it how dearness relief applies to that amount.
