TRAI Voice SMS Pack: Good news is on the way for anyone who never touches mobile data and just needs calls and texts. The Telecom Regulatory Authority of India has directed every telecom operator to roll out cheaper, standalone Special Tariff Vouchers (STVs) for voice and SMS only, with no bundled data attached.
The regulator issued this order through the “Telecom Consumers Protection (Thirteenth Amendment) Regulations, 2026” on Monday, September 21, 2026.

What TRAI Has Ordered
The new rule takes effect 30 days after gazette publication — roughly October 21, 2026. Until now, operators technically stayed compliant with a 2024 rule that required just one voice-SMS pack a year, but in practice they mostly pushed long-validity options like 84-day or 365-day packs, leaving short-term users with barely any real choice.
Three Key Benefits For Non-Data Users
According to the notification, operators must now ensure:
- Matching short-term validity: For every data pack of 30 days or less, an equivalent voice-SMS-only pack must exist.
- Monthly auto-renewal: A pack that renews automatically on a fixed date each month, shifting to month-end if that date doesn’t exist (like the 31st).
- Long-term equivalent: At least one voice-SMS pack matching the validity of any data pack longer than 30 days.
Why TRAI Stepped In
Under the 2024 Twelfth Amendment, telecom companies were required to offer just one voice-SMS pack annually — and most of them chose long-duration options like 84 or 365 days. That effectively forced rural customers, senior citizens and feature phone users to either shell out a large lump sum upfront or buy a data bundle they didn’t need. After consulting stakeholders, TRAI concluded that mobile data simply cannot be forced on consumers in the name of digital inclusion.
Impact: How Your Recharge Bill Changes
TRAI has asked operators to price the new vouchers through an “appropriate reduction” of the data cost from existing bundled packs, though it hasn’t fixed an exact tariff. As an illustration: if a 28-day data pack currently costs ₹299, a voice-SMS-only equivalent priced around ₹180-200 could save a non-data user nearly ₹100 a month. Actual prices will, of course, vary once operators roll out their new packs.
