Composite Transfer Grant: The West Bengal Finance Department has issued a fresh memorandum regarding relocation benefits for state government employees and pensioners. Released under Memo No. 3205-F(P1) dated August 27, 2026, the order replaces the existing separate Transfer Grant and Packing Allowance with a unified Composite Transfer and Packing Grant.
This partial modification amends Para 7(A) and Para 9(b) of the Finance Department Memo No. 4730-F dated May 25, 1999.

Grant Ceiling and Calculation Rules
Under the new order, employees transferred for public convenience are eligible for a lump sum grant equal to 80% of their Basic Pay drawn in the month of joining the new post, capped at a maximum of Rs 50,000, whichever is less.

For instance, an employee drawing a Basic Pay of Rs 50,000 will receive Rs 40,000. However, if the Basic Pay is Rs 70,000, 80% equals Rs 56,000, but the disbursement will be capped at the policy limit of Rs 50,000.
Distance Criteria and Payout Structure
The payout depends strictly on the distance between the old and new stations, along with an actual change of residence:
- 30 km or More: Full admissible grant is payable when the distance between old and new stations is 30 km or more and involves an actual change of residence.
- Less Than 30 km or Same Station: If the transfer is within the same station or the distance is less than 30 km, the grant is restricted to one-third (1/3rd) of the admissible amount, provided residence changes.
Key Relocation Claim Guidelines
The order simplifies claim processing by establishing hassle-free conditions for drawing the grant:
- It is a lump sum grant that does not require submission of any vouchers or transport receipts.
- The grant is admissible regardless of the volume of personal effects shifted.
- It remains admissible even if the employee shifts personal belongings without relocating the family immediately.
- Claiming or not claiming separate personal effect transportation charges does not alter eligibility.
Provisions for Retiring Employees
Employees retiring on or after May 31, 2026, are eligible for this grant to settle in their post-retirement location. If the settlement location is 30 km or more from the last station of duty, the full grant applies.
If a retiring employee settles at the last station of duty itself or within 30 km, one-third of the Composite Transfer and Packing Grant will be paid, subject to actual residence change.
Implementation Timeline and Workflow Impact
The revised rates apply to transfers where the employee joined the new post on or after June 1, 2026. The State Cabinet approved the decision in its meeting on August 19, 2026, communicated via No. CAB(D)-156.
Necessary amendments to W.B.S.R. Part II will follow shortly. Drawing and Disbursing Officers (DDOs) can process transfer TA bills via HRMS referencing Memo No. 3205-F(P1).
